垦区作为我国农业先进生产力的代表，发展现代化大农业具有得天独厚的优势。土地资源富集，人均占有资源多，耕地集中连片，适宜大型机械化作业，一产从业人员人均占有耕地97亩。基础设施完备，基本建成防洪、除涝、灌溉和水土保持四大水利工程体系，有效灌溉面积2784万亩，占耕地面积的64%。建成生态高产标准农田2182.5万亩，占耕地总面积的51%。农业机械总动力1045.1万千瓦，亩均占有农机动力0.24千瓦，农业机械化率达99.4%。拥有农用飞机98架，年航化作业能力2400万亩。粮食仓储能力2249万吨，烘干能力2100万吨。农业科技贡献率达68.2%，科技成果转化率达82%。垦区坚持实施农业产业化经营，打造了米、面、油、肉、乳、薯、种等支柱产业。

在省委省政府的大力支持下，在建三江、九三管理局和共青农场实施管委会改革，实现了垦区财税管理体制的重大突破。建三江、九三和共青管委会启动运行以来，已累计完成全口径税收收入39.88亿元，其中2016年完成13亿元，同比增长7.1%。按照《中共中央 国务院关于进一步推进农垦改革发展的意见》和省委、省政府及农业部要求和部署，加快推进垦区集团化、农场企业化，启动了7个专题15项具体改革和6项改革保障工作。全面启动农垦绥化、哈尔滨管理局综合改革试点，对两个管理局所属的21个农(牧)场实施整合重组，新组建的15个子公司已经正式挂牌运行，为全面深化黑龙江农垦改革探索路子积累经验。

The reclamation area adheres to the implementation of agricultural industrialization, and has created pillar industries such as rice, flour, oil, meat, milk, potato and seed. With the strong support of the provincial Party committee and the provincial government, the Sanjiang and Jiusan administration bureaus and Gongqing farms are under construction to implement the reform of the management committee, which has achieved a major breakthrough in the financial and tax management system of the reclamation area.
